Raiden

Raiden was being manipulated by a program prepared by GW. The GW system was re-enacting the events of Shadow Moses in order to produce the world's strongest soldier through the "Solid Snake Simulation". According to Solidus, it sought to make Raiden a copy of history's strongest soldier, Solid Snake, by forcing him to negotiate a scenario similar to the Shadow Moses Incident.
