Johnson rose to the presidency following the fall from grace of then-President George Sears as a result of the Shadow Moses Incident.

While on a supervisory trip to the offshore purification facility known as the Big Shell, he was taken hostage by the terrorist group, Sons of Liberty, who demanded 30 billion dollars in ransom from the US government.

He was accompanied on his visit by Secret Service agent Richard Ames.

Johnson's purpose for going to Arsenal Gear was to become one of the Patriots. The Patriots manipulated even that desire, however, making him an unwitting accomplice in the S3 Plan. Lamenting his pathetic fate as a pawn to the Patriots to the very end, he was killed by Revolver Ocelot in front of Raiden.
