Solidus Snake

Solidus Snake's aim in taking control of Arsenal Gear was to secure a list of the Patriots, whom he now stood against.

Arsenal Gear's core, the neuro-AI "GW", was a super-massive data processing system designed to control data on a global scale. Solidus Snake consequently assumed that it would contain information on the Patriots. After securing that list, he planned to kill the 12 heads of the Patriots.

But the worm cluster Raiden uploaded onto GW disabled the system, and Solidus was unable to retrieve the list.

By detonating the pure hydrogen bomb aboard Arsenal Gear in the atmosphere above Manhattan, he planned to destroy all electronic devices, bringing Wall Street to a halt and spurring the world into a panic. He would then free Manhattan from its digital yoke and establish a "liberated zone" (Outer Heaven) in its place.
