Gifted with precognition, precogs have the ability to foretell the future. Ursula (Elisa) was raised in an East German research facility and is said to have possessed such powers.

In the late 1960s, with support from the CIA, FOX undertook a mission to capture psychics from the Communist bloc. Gene used his personal charisma to enthrall Ursula and Elisa and used them to launch his takeover of Metal Gear on the San Hieronymo Peninsula.
