President of defense contractor ArmsTech, which worked closely with the Pentagon in developing Metal Gear REX. While on Shadow Moses Island for REX's test run, he was taken hostage by terrorists along with the DARPA Chief. Under torture at the hands of Revolver Ocelot, he revealed the detonation code for the nuclear warhead. He made contact with Solid Snake, there on a one-man infiltration mission, contracted FOXDIE, and died in the ensuing heart attack.
