Head of the defense Advanced Research Projects Agency (DARPA).

He fell hostage to the terrorists on Shadow Moses Island while there for an exercise to test Metal Gear REX. Shortly after being found by Solid Snake, he dies from what appears to be a heart attack.

The Donald Anderson who died before Snake was actually Decoy Octopus, Special Forces Unit FOXHOUND's master of disguise. The real Donald Anderson had already been killed during one of Revolver Ocelot's torture sessions.
