Full name Yevgeny Borisovitch Volgin.

A colonel in the GRU. Known and feared as "Thunderbolt" in the West.

During the Second World War, he belonged to the domestic branch of NKVD (Narodnyi Komissariat Vnutrennikh Dei, or People's Commissariat of Internal Affairs), the Soviet secret police. As such, he was stationed at the rear of the Red Army, and charged with punishing deserters.

He was involved in putting down the unrest in East Germany in 1953 and Hungary in 1956, and boasts that he personally "disposed" of over 100,000 anti-communist activists.

Volgin inherited the Philosophers' Legacy from his father, who managed it for the Philosophers, and used the funds to build the massive fortress of Groznyj Grad. He then conspired with the Brezhnev faction and the military to overthrow the Khrushchev regime and seize power. his body carries a permanent electric charge, and he specializes in electric shock attacks.

After sneaking into Groznyj Grad, Naked Snake faced Volgin in battle. Volgin pursued Snake in the Shagohod, but Snake fought back and killed Volgin.
